New Commercial and Industrial Zones for Victoria
Department of Planning and Community Development has recently made changes to create new commercial and industrial zones concentrating on the former Business 1-5 and Industrial 1-3 Commercial zones. The amendments were introduced into the Victorian Planning Provisions and planning schemes via Amendment CV100, gazetted on 15 July 2013.
Under the changes Business 1, 2 and 5 have changed to Commercial 1 whilst Business 3 and 4 have changed to Commercial 2. The aim of the reformed zones is to simplify the requirements for use and development, allow greater flexibility and improve the range of uses to better manage growth and facilitate the Melbourne 2030 vision. Non permit required uses under Commercial 1 have been broadened and floor area restrictions have been lifted. Uses under Commercial 2 will be broadened to incorporate office, commercial businesses, restricted retail, trade supplies and some limited retail activity with some floor area restrictions removed.
Industrial 1, 2 and 3 will remain. Major changes include removal of the 500 sqm maximum office floor area under Industrial 1 and 2 and Industrial 3 will allow for limited retail including supermarkets up to 1800 sqm in Metropolitan areas.
Although the reformed zones allow for more flexibility of use and development, overlays are expected to play a key role and controlling use and development to ensure future development respects the neighbourhood and character of the existing surrounding development.
